First corner-stone in Tarot’s occult though: Kabbalah

Kabbalah theory is the first corner-stone and the most important of all occultism tarot. Based on the study of many savants of their time: Eliphas Levi, Dr.Papus, …, kabbalah take the big part of the illustration of tarot cards (Papus Tarot, Wirth Tarot, Thoth Tarot, BOTA Tarot, Golden Dawn Tarot). This tradition, which was established by the Golden Dawn, continue to use for all occult tarot deck of all time as the basic idea. The complex theory of kabbalah decrease  its popularization in 20th and 21th century. Very few decks still dedicated to this theory: Ikarial’s Tarot Cabalistique by Editions Brussiere (1996), Van Leeuwen‘s Tree of Life Tarot by AG Muller (1983), . The most tarot decks just use it symbol like an act of following the tradition, without really using its theory like El Gran Tarot Esoterico by Fournier (1992), Labyrinth Tarot of Luis Royo (2004) or Dali Tarot by Fabbri (2000).
